The Energy Savings Opportunity Scheme (ESOS) applies to large undertakings operating in the UK. The rules relating to the scheme are set out in the Energy Savings Opportunity Scheme Regulations 2014 (Regulations) as amended by the Energy Savings Opportunities Scheme (Amendment) Regulations 2023 (“the ESOS Regulations”) . The ESOS Regulations require large undertakings to notify the ESOS administrator through the new government digital service Manage your ESOS Reporting (MESOS) that they have complied with the scheme requirements.
For Phase 3 there are additional compliance notification requirements and the new requirement to submit an Action Plan and Progress Updates.

We publish this data to meet our statutory responsibility under the ESOS Regulations and in accordance with government open data policies. The datasets do not include data which we have determined to be personal data, this is protected under the General Data Protection Regulations. The data contained in the spreadsheet has not been verified to confirm the compliance of these organisations it is purely a record of those organisations that have notified us that they are compliant for each relevant phase of the scheme. Where there are elements of the information provided that appear non-compliant these will be picked up and addressed in compliance auditing which we undertake during each four-year phase.
